Community-based Rehabilitation

The community based rehabilitation(CBR), which operates and utilizes personnel and physical resources as well as the person with disability and the family and encompasses every method adopted, based on communities in order to achieve the rehabilitation of the disabled and social integration, is the rehabilitation strategy recommended by WHO since 1981.

Community-based Rehabilitation through Healthcare System

1. Nationwide Expansion through Primary Health Care System

Initiated from the local public health centers since 2000, the community-based rehabilitation project utilizing primary healthcare system has been expanded to the nationwide public health centers. The project has been operated in consideration of the local characteristics by dividing into urban-rural and rural based.

2. Target Population

The individuals living in community who requires constant services such as health promotion and rehabilitation training or is in need of secondary disability prevention(hypertension, diabetes, heart diseases and etc)and safety control.

3. Services
1. Rehabilitation Service
  • Health Promotion Program
    • Medical Rehabilitation Service for the Homebound Disabled : hygiene, bedsore, position change, ROM exercise, etc.
    • Independence Program : guidance of ADSs, walking, transfer training, etc.
    • Rehabilitation Service for the Walking Persons : rehabilitation-assistant devices, day care program, regular exercise program, etc.
  • The family Support Program
    • family caregiver, emotional support, peer group membership, etc.
    • community Participation Program
    • self-help group by disability, rehabilitation information, outing, recreational activities, etc.
2. Cooperative Activities with Community Resources
  • Medical Resources

    By entrusting the university and rehabilitation medical centers as the consultative organization, regularly receive the cooperation about the directions and programs of the project.

  • Organization of Community Rehabilitation Resources

    Interrelated activities are achieved by organizing a rehabilitation council including local government offices, educational institutes, medical centers and welfare institutes.

4. Project Expectations
  • Since the existing organizations and personnel from the local public health centers and community rehabilitation organizations are utilized, it may expect the maximized effect with minimum cost by saving the budget.
  • Since it provides the disabled with the opportunity to be rehabilitated in everyday life together with family members and the neighborhood, it may show the maximized rehabilitation effect early and contribute to the improvement of social integration and the quality of life.
5. Budget for Local Public Health center
  • National Health Promotion Fund : 50%
  • Local Government : 50%

1. Management of Community Public Health centers for the community cased Rehabilitation Project
  • Guideline and practical manual of CBR project
  • CBR Worker education and training
  • Developing and distributing the community based rehabilitation programs
  • Evaluation and monitoring the community based rehabilitation projects
2. Education of CBR Worker
  • Eligibility

    To educate & empowerment for CBR worker and Mid-level rehabilitation worker, volunteer.

  • Educational Course

    Basic course(10 days), intermediate course(5days), advanced course(3days)
