Improving the health of people with disabilities and health care system and leading standardization

The Department of Research in Disability and Health seeks to contribute to the enhancement of the health and quality of life of people with disabilities through research on the rehabilitation and health care system for people with disabilities. In particular, with the enforcement of the Act on Guarantee of Right to Health and Access to Medical Services for Persons with Disabilities, the Department improves the health care delivery system, plans and implements an efficient and sustainable health service system, and seeks to conduct research on related measures to this end.

In addition, the Department identifies the basis for policy development through execution of health care programs for people with disabilities, thereby supporting the successful implementaion of the Act on Guarantee of Right to Health and Access to Medical Services for Persons with Disabilities.

Research on health promotion and health service for people with disabilities

The Department identifies the status of health, risk factors, and health promotion needs of people with disabilities, develops customized health management programs by disability type, and continually monitors health status, through which it seeks to improve the health levels of people with disabilities.

Research on health service policies and delivery system for people with disabilities

By carrying out evidence-based and reasonable health service policy research in relation to pending policy issues, such as the enforcement of the Act on Guarantee of Right to Health and Access to Medical Services for Persons with Disabilities and implementation of community care, the Department seeks to contribute to efficiency of the health service system and improvement to health equity so that people with disabilities are provided with the best health services and that they can maintain a state of optimal health.

Research on rehabilitative exercise and sports

By developing rehabilitative exercise and sports programs in consideration of the state of disability after rehabilitation therapy, degree of functional damage, and other factors, the Department seeks to strengthen the sense of self responsibility towards health among people with disabilities and promote improvements of physical, psychological, and social health, thereby contributing to the support provided for disabled people’s healthy reintegration into society.

In addition, the Department is making efforts to promote the health of people with disabilities through continued project development and research, including development of a program to nurture professional instructors, development of a service system, and other follow-up research.

Research on rehabilitation service development and standardization for people with disabilities

The Department conducted research on rehabilitation service medical fee system and policy improvement measures to improve the quality of rehabilitation services and establish an appropriate benefit system and medical fees. It also developed a functional evaluation tool that can comprehensively evaluate rehabilitation patients into an app-based system, thereby carrying out expanded operation and feasibility verification of the functional evaluation tool. The Department is also conducting research for development of a rehabilitation patient classification system for a rehabilitative health care service delivery system, rehabilitation plan establishment and service provision, and adequate therapy management.

Research on big data and health statistics on disability and health

The Department builds a database on the health of people with disabilities through collaboration with the Policy Bureau for people with Disabilities of the Ministry of Health and Welfare and the National Health Insurance Service for the production and supply of information and statistics that are needed to formulate policies on people with disabilities. Using the database, the Department is producing in-depth statistics by disability types and severity.

The Department plans to expand the scope to include analysis of health care service utilization patterns of people with disabilities at internal organizations and analysis of the effectiveness of health care services so as to conduct research that can provide information that is necessary to set priorities when establishing rehabilitative health service policies for people with disabilities.
